Regional Educational Performance Patterns in Europe
The paper aims to contribute to the assessment of the contextual relevance of various educational policies through an analysis of three aspects of the performance profiles of European countries: participation, the quality of learning outcomes and the equity of learning outcomes. Comparative analysis of international student achievement assessment surveys and statistical data reveals three European performance patterns: the compensative education systems of North and Northwest Europe, the selective education systems of Central Europe and the attritional education systems of Southeast Europe. On the basis of the identified performance patterns, the paper provides a brief outline of major trends within the Central and Southeast European regions, shares reflections on the alignment of policies that fit the distinct context of the two regions and offers a conceptual framework for further comparative research
The following paper summarizes the findings and conclusions of a comparative research in the CEU Center for Policy Studies (from 2020: Democracy Institute) on the institutional conditions for educational adaptation with regard to governing. Research was conducted between 2019 and 2021 in Eastern-Europe ("Future Challenges to Education Systems in Central-Eastern European Context"). It covered five countries: Hungary, Poland, Romania, Serbia and Slovakia. The study provides an overview on the structural transformation of education governance systems in the five countries and analyses their capacity to generate school-level change.Az alábbi tanulmány a CEU Közpolitikai Kutatások Központjában (2020-tĂłl: Demokrácia IntĂ©zetĂ©ben) 2019 Ă©s 2021 között zajlĂł kelet-eurĂłpai összehasonlĂtĂł kutatás („Future Challenges to Education Systems in Central-Eastern European Context”) az oktatás alkalmazkodásának intĂ©zmĂ©nyi feltĂ©teleirĹ‘l szĂłlĂł összehasonlĂtĂł elemzĂ©s kormányzásra vonatkozĂł megállapĂtásai Ă©s következtetĂ©seit foglalja össze. A kutatás a rĂ©giĂł öt országára, Lengyelországra, Magyarországra, Romániára, Szerbiára Ă©s Szlovákiára terjedt ki. A tanulmány áttekinti az öt ország oktatáskormányzási rendszereinek strukturális átalakulását Ă©s elemzi az iskolaszintű változtatások generálására valĂł kĂ©pessĂ©gĂĽket
A magyar közoktatásban zajló privatizáció és annak hatásai
Since 2010 two major changes were implemented in the proprietary structure of the Hungarian primary and upper-secondary school network: the takeover of all self-government owned schools by the central government (widely referred to as the “nationalization” of schools), and the government assisted privatization of a significant part of the community owned network of schools to various churches. The paper provides and overview of the transformation of the proprietary structure of the education system and of the various policy instruments the government applied in order to foster the privatization process. In the following sections the authors analyze the impact of the privatization process on efficiency, quality and effectiveness of primary and secondary education, as well as its effects on selection and the segregation of Roma pupils. The paper concludes with outlining certain educational policy dilemmas in connection to the problems revealed by the analysis.A 2010-tĹ‘l napjainkig tartĂł idĹ‘szakban a magyar közoktatás tulajdonosi szerkezetĂ©ben kĂ©t nagy horderejű változás törtĂ©nt: az önkormányzati iskolák „államosĂtása”, központi kormányzati tulajdonba vĂ©tele, valamint a közössĂ©gi tulajdonban lĂ©vĹ‘ iskolák jelentĹ‘s rĂ©szĂ©nek a kormányzat által támogatott privatizáciĂłja, kĂĽlönbözĹ‘ egyházi felekezeteknek valĂł átadása. A tanulmány áttekintĂ©st nyĂşjt a tulajdonosi szerkezet átalakulásárĂłl Ă©s a privatizáciĂłs folyamatot serkentĹ‘ kormányzati eszközrendszerrĹ‘l. Ezt követĹ‘en a szerzĹ‘k elemzik a privatizáciĂłs folyamat hatĂ©konyságra, minĹ‘sĂ©gre, eredmĂ©nyessĂ©gre, a közoktatási szelekciĂł mĂ©rtĂ©kĂ©re, valamint a roma tanulĂłk szegregáciĂłjára gyakorolt hatását. A tanulmány a feltárt problĂ©mák megoldásával kapcsolatos nĂ©hány oktatáspolitikai dilemma felvázolásával zárul
Spiral-Shaped Piezoelectric MEMS Cantilever Array for Fully Implantable Hearing Systems
Fully implantable, self-powered hearing aids with no external unit could significantly increase the life quality of patients suffering severe hearing loss. This highly demanding concept, however, requires a strongly miniaturized device which is fully implantable in the middle/inner ear and includes the following components: frequency selective microphone or accelerometer, energy harvesting device, speech processor, and cochlear multielectrode. Here we demonstrate a low volume, piezoelectric micro-electromechanical system (MEMS) cantilever array which is sensitive, even in the lower part of the voice frequency range (300–700 Hz). The test array consisting of 16 cantilevers has been fabricated by standard bulk micromachining using a Si-on-Insulator (SOI) wafer and aluminum nitride (AlN) as a complementary metal-oxide-semiconductor (CMOS) and biocompatible piezoelectric material. The low frequency and low device footprint are ensured by Archimedean spiral geometry and Si seismic mass. Experimentally detected resonance frequencies were validated by an analytical model. The generated open circuit voltage (3–10 mV) is sufficient for the direct analog conversion of the signals for cochlear multielectrode implants
